Scope of Duties Â· Responsible for Implementation of the best Cost Management, Control and Reporting practices in compliance with COMPANY procedures. Â· Defines project needs for cost control in accordance with established COMPANY objectives and procedures. Provides input to the Project Controls Plan and cost resource requirements for the project Â· Responsible for estimating and development of control budgets aligned with COMPANY code of accounts and project cost codes. Â· Accountable for cost control, reporting and support in the financial management of projects Â· Responsible for the project trend program, relevant project procedures and in the preparation of cost trend estimates. Â· Provide professional expertise and practical assistance in all tendering and contractual matters from inception of the project till close-out of contracts Â· Responsible for management of contracts by rendering contractual support on resolving disputes, evaluation of claims, variations and settlement of final account Duties Performed Â· Actively contributes in Pre-tender, Tendering, Tender Evaluation, Pre-contract activities and Post-Contract activities. Actively supports in vendor/ subcontractor bid evaluation process and contract award. Â· Develop and maintain Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for specific scopes. Interfaces with accounting and other departments where necessary for the implementation of common cost coding and work breakdown structure across the project. Â· Develop Estimate Plan detailing how the estimate will be developed and develop Estimate Basis detailing how estimate was developed with identification areas of uncertainty and apply appropriate allowances. Perform scenario comparisons and uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks. Participate in cost and estimate risk analysis sessions as required. Â· Utilize cost methodologies and tools to produce cost estimates inclusive of engineering, procurement, construction, commissioning and start-up scope. Formulate methodologies for deriving quantities from design parameters and translate the identified project scope into the estimate of capital expenditure costs composed of detailed MTOs matched with detailed pricing and construction unit hours. Â· Establishes the project controls budgets procedure and maintains regular comparison with actual costs. Updates the original control budgets with budget transfers, endorses changes and maintains current control budget. Â· Actively participates in Vendor / Contractor /Sub-contractor Bill / Invoice payment process. Checks and verifies invoices from assigned Engineers, Contractors and recommends for payments. Â· Prepare and maintains support documentation for commitment, expenditure and physical progress of work. . Submits all cost data ensuring that they are timely and accurate. Monitor and control cost commitments and expenditures through all phases of project lifecycle. Prepares and analyzes comparisons of scope, quantities, and cost data against budgets. Â· Prepare and submit forecasts for final project costs and cash flow. Prepares final cost reports and project close out reports. Analyses projects cost and schedule status on an ongoing basis to ensure that all problems have been identified and that proposed solutions are appropriate Â· Utilizes up to date information to support the project cost control and planning functions including data bank, computer software and manual forms. Development, maintenance and operation of computer programmes / systems for cost/planning Â· Creates and implements cost measurement systems and develop metrics and benchmarking information. Prepares cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
