–> Basic Function and Scope: –> PURPOSE To supervise and provide effective end user input to the development and implementation of projects, covering all pipeline system related operational, technical engineering and maintenance matters, and ensure an effective integration and coordination without impact on integrity, safety and operations of the division. BACKGROUND The Operation Coordinator (PLO/C) reports to the Operations Department Superintendent (PLO). The responsibilities cover all pipeline system related operational, technical engineering and maintenance matters. The jobholder provides input regarding major expansion, new and existing de-bottlenecking projects, in addition to various other major projects, which are under way Company operates a network of pipelines, which is distributed all over Abu Dhabi emirate and covers part of Dubai emirate. Its total length is 2400 KM and the pipeline diameter ranges from 4 inch to 48 inch. The Pipelines network transports different products like sales gas, NGL, Condensate, Crude oil, Multiproducts, Jet Fuel, water etc. The Pipelines network meets all the energy requirement of Abu Dhabi Emirate from Asab, Bu Hasa and Habshan to Jabel Dhana to Abu Dhabi City to Al Ain City and to Taweelah. The network is further expanded to Jabel Ali in Dubai Emirate. Some of the Pipelines transfer liquid Hydrocarbons like NGL, Condensate Crude Oil, Others transport Utilities like potable water, air, nitrogen, acid gas etc. However majority of the pipelines transport gas to power generation and desalination plants of Abu Dhabi and Dubai Emirates, The Main responsibility of Operations Coordinator is to provide technical & administrative support to Operations Superintendent. MAIN ACCOUNTABILITIES – To develop, implement, and regularly review the operations policies, procedures – to ensure consistent & systematic application of best practices and to improve – pipeline system performance. – To plan and coordinate daily maintenance related activities with Operations – Supervisors and establish activity priorities. – To provide operation input of pipelines related modifications, projects, HAZOP,process flow diagrams review (PID\\’s). – To coordinate daily with engineering sections heads to set priorities for maintenance and ensure job executed in safe way. – To develop / update operating procedures and standing instructions guidelines and other operations documents for efficient overall control and coordination as per ISO standard. – To improve the pipeline system availability by coordinating with customers maintenance and identifying the business and security threats considering the ageing of the pipeline network. – To coordinate plant shut downs and turn-arounds to facilitate timely completion of tasks as per procedures. – To lead weekly permit meeting along with others section heads and authorize permits assessing the risk associated with daily work. – To participate in HSE Committee meetings; participate in periodical Audits and Mock Drills. – To set guidelines/time schedules and follow up the routine functional testing of safety, protective devices and important equipment. – To initiate action plans to improve high standards of safety in the pipeline system and participate in risk assessment and failure reports analysis. – To use the Maintenance Management tool, Maximo to rise, approve appropriate work orders for maintenance and approve acceptance of completed jobs. – Approves material requisitions and run logs of major equipment. – To enforce the implementation of Company Health; Safety and Environment – Management System (HSE-MS) also promote awareness of its use among all assigned personnel. – To compile/provide input for preparation of department capital Budget and operating budget. – To review, monitor overall reliability efforts and participate in reliability improvement programs, problem identification and root cause analysis recommendations
