Supervises the day-to-day personnel administration activities of employees working in assigned operation area. Includes supervising the preparation and processing of personnel actions related to employees tenure with the Company from employment through termination of service. Advises line supervisors and employees on the proper implementation of personnel policies and procedures. Interpret and ensures equitable and consistent application of such policies and procedures and recommends amendments thereto, as necessary. Ensures the proper maintenance and upkeep of related personnel records and files. 2. Duties Performed: a. Supervises the activities of assigned personnel. Performs supervisory duties and exercises financial authority at the level established by management for the position. b. Raises employment requisitions/temporary assignments as vacancies occur or employees are re assigned to special duties out side their normal work location. Follows up on all formalities related to renewal of employment contracts as appropriate. Participates in the induction of new recruits in assigned operational area. Includes advising them on the Companyâ€™s personnel policies, procedures and practices to ensure they are fully aware of their statutory entitlements, obligations, as well as amenities and services provided by the Company. Ensures timely preparation of personnel file and other administrative documents and introduces the new recruit to his department. c. Ensures and controls proper and equitable application of Companyâ€™s personnel policies and procedures related to various personnel benefits and payments. Includes processing personnel expense claims; administering and endorsing payments relating to educational assistance for children of eligible employees, leaves of absence, leave passages, compassionate leaves and duty visits by preparing/checking and endorsing appropriate related payroll change advice. Ensures that all payments/entitlements are consistent with the employment contract and other COMPANYâ€™s employment terms and conditions. 2. Duties Performed : (Continued) d. Supervises and controls the administration of employees annual and rotational leave programs. Includes initiating, collating and consolidating annual leave schedules for all division employees, receiving, checking and endorsing leave action forms. Liaises with Finance & Control Division to arrange payment of leave entitlements. Prepares and dispatches lists of leave balances in excess of the limit allowed to be carried forward to the coming year, requesting employees to clear such balances in line with related policies. e. Ensures accurate and timely preparation of all administrative details related to employees termination of service. Includes preparing/checking final settlements calculation, issuing repatriations letters, initiating the preparation of individuals leaving reports; supplying reference letters, canceling residence permits and arranging temporary accommodation and passage on final departure. f. Liaises with Medical Department regarding pending medical cases including investigating employees complaints, following up administrative arrangements for overseas treatment, and the processing of medical claims. Controls the administration of personnel matters related to deceased employees or employees declared medically unfit for continued service. Includes liaising with Medical Department to verify medical unfitness and initiating termination process. g. Assists supervisor in investigating and conducting disciplinary cases, preparing case briefs, assisting supervisor in investigating breaches of discipline and advising line supervisors on routine employee relations matters. Counsels line supervisors and employees on industrial relations matters, listens to individual and or collective grievances and coordinates with line supervisor concerned for appropriate solutions, referring the more difficult cases to his supervisor for resolution. h.
