SENIOR RISK MANAGEMENT ENGINEER – Client of Five Continents in Abu Dhabi
Senior Risk Management Engineer Division : HSE Department : Technical Safety Location : Abu Dhabi Basic Function and Scope: • Lead the development of companywide HSE systems, processes and procedures on Risk Management in line with the company business risk plans. • Plan and coordinate HSE risk studies and provide advice on risk reduction measures to manage risk to ALARP. • Follow up with COMPANY sites in the assessment of risk barriers effectiveness and provide assurance to major accident controls throughout the Plant and Pipeline operations Task, Duties and Accountabilities: Supervision • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives Policies, Processes, Systems, Procedures, and Controls • Implement approved Section policies, processes, systems, standards and procedures in order to support execution of the Section’s work programs in line with Company and International standards Comply with all applicable legislation and legal regulations • Lead the development of companywide HSE systems, processes and procedures on Risk Management in line with the company business risk plans Budgets • Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives • Investigate and highlight any significant variances to support effective performance and cost control Performance Management • Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework Innovation and Continuous Improvement • Design and implement new tools and techniques to improve the quality and efficiency of operational processes. • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function Health, Safety and Environment (HSE) and Sustainability • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and COMPANY Code of Practices • Participate in Emergency Response duties as a team member Reports • Provide inputs to prepare Section MIS and progress reports for COMPANY Management Specific Accountabilities: Risk Management • Identify Hazards, evaluate risk, assess consequences and monitor Compliance in order to provide governance and assurance of Major Accident Hazards and Risks. • Support sites and assist in the implementation of MOPO, HSE critical activities and tasks, Critical procedures and competences in line with Major Accident Prevention Plans. • Provide updates on Task specification sheets to verify implementation at the site. • Coordinate and work closely with Environment, Health, Technical, Operation support and Project Department on Process Risk studies. HSE Risk Assessment • Develop scope of work, conduct consultant technical evaluation of contracts and services for HSE Risk Assessment Studies such as Operations HSE IA, COMAH, QRA and H2S risk studies in close coordination with sites, in order to assure consistency across COMPANY in line with COMPANY Code of Practice. • Facilitate Plant and Pipeline HAZIDs and Bow-Tie brainstorming sessions in order to identify the operational hazards and their controls and recovery measures. • Develop, update and provide support to sites on the implementation of HSE IA Operationalization Plans. • Provide specialist support to sites on remedial action plans to implement the outcome of risk studies. • Provide specialist support to sites on THESIS, FRED and PHAST software and act as a Technical Authority on these Process Risk Assessment tools to enable the proper usage of the tools and validate the inputs and outputs of
Bachelor’s degree in Chemical / Mechanical Engineering ideally with specialisation in a related field e.g. Safety Engineering or an equivalent Professional Qualification. • Exposure to international standards of Environment and / or Safety e.g. ISO or Occupational Safety and Health Administration (OSHA). • Demonstrate sound knowledge of safety best practices. • Demonstrate sound knowledge and application of HSE risk assessment tools and techniques relevant to the Oil and Gas industry. • Extensive knowledge of applicable HSE legislation and regulations. • 8 or more years of relevant experience in Risk Management, Safety Engineering and HSE within a large industrial organization, preferably in the Oil and Gas industry.
