Required Skills –> Basic Function and Scope: –> Basic Function & Scope: Direct & supervises the operation commissioning team providing expertise and ensures the application of correct procedures in the pre-commissioning and commissioning of the facilities associated with the crude oil transportation, storage and export. Liaises with the engineering team/PMC/EPC contractor to ensure smooth & safe commissioning of project facilities. Provides technical support to the Project Manager Team activities related to operational issues e.g pre-commissioning, commissioningâ€¦etc. Duties Performed: – Manages the activities of the assigned personnel in the Commissioning Team. Performs supervisory function and exercise financial authority at the level established by the Management for the position. – Develop pre-commissioning and commissioning scheme identifying milestones taking into consideration resources requirements e.g manpower, logistics etc. – Review pre-commissioning /commissioning procedures and operating manual and ensure availability to the operation team due time. – Review FEED /EPC Engineering documents from operating /maintenance perspective to ensure operational requirements are met and lessons learned addressed. – Throughout the phases of the project, actively participate in HAZOP, HAZID, PHSERS and all technical /safety audits. Follow up the construction activities to ensure all requirements are installed meeting the operability /maintainability / accessibility requirements. Ensures that the findings are addressed and resolved by the Engineering Team /PMC /EPC contractor at the appropriate stage. – Review spare parts requirements (commissioning /2 years/ insurance spares) and liaise with Engineering /PMC /EPC contractor to ensure availability on time. – Participate in the Mechanical completion compiling butâ€™-list items and subsequently identify their – Actively participates in the pre commissioning and commissioning activities and endorses ready for commissioning certificate. – Coordinates the Tie-in program with all stakeholders conducting risk assessment. – Participate in the review of the Fire Fighting/ protection philosophy and the development of the Emergency Response Procedures. – Review the equipment tagging and develop a plan to introduce to the 3MS (MAXIMO) System. – Identify materials requirement (foam, chemicals. etc) for the pre-commissioning /commissioning and ensure availability in due time. – Provide technical support during the equipment /facilities performance test to ensure meeting the bases of design and n line with the standards and codes. – Participate in the development of Jebel Dhanna and MOL Network de-commissioning program and develop the decommissioning/ mothballing procedures wherever required in due time. – Knows the Company Health, Safety and Environmental Policy, procedures, regulations and objectives as they relate to his area of responsibility. Ensure that work under his control is performed in a safe and environmentally sound manner.
